I know several foreign chiropodists and podiatrists. Most are providing chiropody services either as a salaried state emploee or in "private practice".
A few in England and Austraila are performing surgery mostly on a cash basis.
The education is quite different country to country and most are not postgraduate degrees. The surgeons often have to perform a preceptorship/apprenticeship in order to be considered a surgical podiatrist.
If you could get accepted to such a school licensure in the United States would be impossible therfore limiting your practice to the country of origin.
Even in those countries that permit surgery, many will not permit access to hospital care for complications and have severely restrictive drug licenses. One gentleman I met could do a sub talar joint fusion but had to find an MD to write for strong enough analgesics. He could not order MRIs or treat a postoperative infection that required hospitalization.
