New Puppy.... please help!

I recently began fostering a 12 week old English Bulldog. This poor girl has been put through heck. She has been to 4 homes in her life, the last 3 within four weeks. All of her owners have fed her the cheapest adult dog food they could find.

The second owner took her to a vet who said she has a "neurological birth defect" that is causing her to have diarrhea and no control over passing stool. The vet also put her on Metronidazole for 10 days, said her fecal test was negative, and said she had minimal anal tone. I contacted the vet, who also told me the same thing and told me to bring her in and have her put to sleep. The vet also told me that I couldn't be present and they would arrange disposing of her body. I thought this sounded strange, so I am getting a second opinion.

My question is that when I got her they said she was having bowel movements every 10 minutes. I have not had this problem with her at all. I am noticing that she has a small amount of fecal leakage. Does anyone know what could be causing this and if there is a chance it could be fixed? I am going to take her to the vet, but was hoping to get other opinions as well.
