Persistant Aortic Arch Problem

Our precious Bulldog puppy Hank has been diagnosed with having a "Persistant Aortic Arch" problem after having a bout with Aspiration Pneumonia. It is constricting the lower part of his esophagus and perhibiting hard food from going down. Throwing it up is causing it to aspirate into his lungs. We have to feed him pureed canned food so that it is smooth enough to pass. He is a 6-month old big boy of 45 pounds and seems to be doing well other wise. The only option seems to be surgery at the vet school in our state, but this is very costly. Has anytone else seen this in their dogs? Is there anything else that can be done other than surgery???
