Who Can absorb a nuke Strike better and still survive?

If the unthinkable happened, which coutry's infrastructure (India or Pakistan) could better handle a nuclear attack? Who has the best search and rescue service? Would both countries collapse in chaos after an attack?

Interesting article. Does not take into account possible collapse of infrastructure and inability to handle massive casualties

The keyword is OPERATIONAL ... not "plan to have", "testing" , bla bla bla .. like most indians in this forum would say

typical ... no direct answer if the answer is no ... anyway if india had one/s .. still would have no ball to do that

china succesfully tested Nuke in 1964 and H Bomb in 1967 ... you see what I mean .. and I bet ... once india has H bomb, soon Paki would have it as well
