(im really not sure of the validity of this claim)

We had plans to purchase the S300 from Russia as part of our agenda to meet some of our security needs, but under pressure from US and Israel, [Russia] refrained from delivering the defense system to our country under the pretext of the UN Security Council Resolution 1929: Top Military Official.

November 10, 2010 (Hamsayeh.Net) - Top Iranian military official says Iran will soon test a new version of its anti-missile system similar to the Russian made S-300 to improve air defense system.

Commander of the Khatam al-Anbiya Anti-Aircraft base, Brig. Gen. Mohammad Hassan Mansourian told reporters on Wednesday the countrys armed forces are making great progress in development of advanced anti-missile systems domestically. We had plans to purchase the S300 from Russia as part of our agenda to meet some of our security needs, but under pressure from US and Israel, [Russia] refrained from delivering the defense system to our country under the pretext of the UN Security Council Resolution 1929, IRNA quoted Mansourian as saying.

According to the official, on average about 20 percent of aerial attacks are from high altitudes, 50 percent medium and 30 percent of threats occur at low altitudes. Irans has so far developed low and medium anti-missile batteries while progresses are being made with long-range systems. He also highlighted the combination of guiding devices installed on Mersad missiles and described them as a good replacement for the older Hawk missiles.

Russia which had earlier signed a contract to supply several units of its longer range S-300 units to Iran while ago, but has so far renegade on its official contract. Moscow has developed own Machiavellian version of short-term tactical maneuvers such as untimely fulfillment of international contracts often used as bargaining chips in its broader dealings with other powers.

I highly doubt this has any credibility.
