Ignorant statements. There was, at the very LEAST a guideline called the "Geneva Code" and "Hague Convention" which pre-dates WW1. If so many nations who recognized and were signateurs to such a code/conventions ( Turkey was one of them too I believe) had done so BEFORE WW1 then they had obviously done so for good reason!, I.E.................they definitely knew what was right and wrong!
