ITALY-TURKEY: TWINNING OF CARABINIERI AND GENDARMES

(ANSAmed) - ANKARA, FEBRUARY 10 - A statement released by the Italian embassy in Ankara reports that a twinning project between the two countries, financed by the EU for the sum of 1.9 million euro, will enable the Carabinieri to shadow the Turkish gendarmes for two years in order to strengthen their adhesion to EU regulations. Tomorrow in Ankara the director of the Italian Carabinierės Stability Police Units Centre of Excellence, General Emilio Borghini, and the commander of Turkey's Gendarmes, General Mustafa Biyik, will take part in a ceremony to begin a twinning project between the Italian Carabinieri and the Turkish Gendarmes, entitled, 'Training of Gendarme officials in European Human Rights proceedings'. The programme aims to support the Turkish Gendarmes in its application to belong to the European Gendarmes force, (Eurogendfor). Administrative twinnings, set up by the European Commission instituted in 1998, seek to offer assistance to candidate countries for EU membership through institution-building processes', whereby the applicant country has to fulfil the administrative and legal regulations as laid out in the acquis communautaire. The Italian embassy points out that General Borghinės visit to Ankara for the twinning comes in a context of excellent bilateral relations between the two countries, as well as Italy's strong support for Turkey's bid to join the European Union. TURKEY-ITALY: COOPERATION WITH CARABINIERI ON HUMAN RIGHT


(ANSAmed) - ANKARA, MAY 23 - Italy's carabinieri and Spain's Guardia Civil flanking the Turkish gendarmerie. The support to the development of the Turkish public administration is boosted with the twinning between the forces in terms of protection of human rights. The strong point of the Italian proposal was no doubt the international experience gained in the past by the Arma dei Carabinieri with other national and foreign institutions, as well as the proven specialisation of other institutions involved, including the presidency of the council of ministers, the Sant'Anna University of Pisa and Studiare e Sviluppo, which will be involved in various activities of training and administrative support in the field of judiciary. The administration twinning 'Training of Gendarmerie Officers on European Human Right Standards' is part of a broader process of democratization of the Turkish institutions required by the European Commission as part of the route to EU accession. The initiative consists mainly of activities of institutional cooperation and training of administration, regulation, operational and technical character in favour of the Turksish gendarmerie, which has considerable organisational and managerial similarities both with the Carabinieri and with the Spanish Guardia Civil. TURKEY: EU SUPPORTS HUMAN RIGHTS TRAINING OF OFFICERS

(ANSAmed) - BRUSSELS, FEBRUARY 10 - EU granted EUR 2 million for the twinning project 'Training of Gendarmerie Officers on Human Rights', launched today in Ankara. The project will help increase the knowledge and skills of the Turkish Gendarmerie on European human rights and the rule of law, the respect of which is vital for the functioning of democratic systems. This aim will be achieved through training and other capacity-building activities, facilitating effective implementation of these standards at the national level. With an EU contribution of approximately EUR 2 million, the twinning project will run over a period of 18 months in cooperation with the Gendarmerie General Command of Turkey, the Italian Carabinieri and the Spanish Guardia Civil. Specifically, the project will increase knowledge and skills of the Turkish Gendarmerie on European human rights standards and standards of good conduct by training 200 officers, as well as trainers of Gendarmerie Schools and staff of the JIHIDEM (The Gendarmerie Center for Investigation and Evaluation of Human Rights Violations). The project will also support respect for human rights through developing better methods of statement-taking by transforming it into a tool of evidence-based criminal prosecution. Besides training, the project will develop standards concerning the physical conditions of statement-taking rooms and provide for the refurbishment and equipment of 30 pilot statement-taking rooms. Finally, means to strengthen co-operation and coordination between the gendarmerie, police, prosecutors and lawyers during judicial investigations will be elaborated.(ANSAmed).
