Italy adopts law to curb migrants

Italy's parliament has given final approval to a law criminalising illegal immigration and allowing citizens' patrols to help the police keep order.

The new measures have been strongly criticised by human rights groups and the Vatican.

Illegal immigration will be punishable by a hefty fine and those who knowingly house illegal migrants will face up to three years in prison.

The law also extends detention periods for illegal migrants to six months.

It was passed in the Senate (upper house) on Thursday, with 157 in favour and 124 against. The lower house passed it in May.

Citizens' patrols

The unarmed citizens' patrols are among the most controversial measures.

A right-wing uniformed group called the Italian National Guard was set up last month, likened by some to Benito Mussolini's Fascists. It vowed to start patrolling the streets.

But Interior Minister Roberto Maroni said the group, which sports beige uniforms and black military-style hats, would not be allowed to mount street patrols.

Mr Maroni, a member of the anti-immigration Northern League, has steered the legislation through parliament.

The party is a key ally of Italy's right-wing Prime Minister Silvio Berlusconi, and made tougher measures against immigration a condition of its support for his re-election last year.

The new law makes illegal immigration punishable by a fine of 5,000 to 10,000 euros (£4,276 - £8,553).

It also requires parents registering a birth to present documents proving that they are legal residents.

Italy has just introduced a policy of returning boatloads of migrants to Libya before they can claim asylum.

The government says it faces an unmanageable flood of immigrants, many arriving on outlying islands which do not have the means to cope.

More than 36,000 migrants landed on the shores of Italy last year - an increase of about 75% on the year before.

Critics say the government is targeting especially immigrants and Roma (Gypsies).

The Vatican said the new law was "focusing on crime and leaving integration completely out of the picture".

36,000? that's a lot of migraine. heck, even australia with a couple of hundreds saw the need to be hysterical about it. LOL.

Greece received 3 times that number last year so this is becoming a huge problem. Already measures have been taken and according to latest reports the flow of immigrants has been reduced significantly during the last 2 months. The main problem is still Turdgay who is capitalizing and making a profit out of those poor immigrants.

And Malaysia has stated they can't control their boarders... what's worse?

Greece receives 200 thousand illegals yearly and Turks doing all they can to push more illegals through the Aegean into Greece contributing to the illegal flow our neighbors deserve

The arrivals from sea on Italy's shores from the Mediterranean represent around 5% of the total of illegal migrants, while the other 95% come from the East, often carrying tourist visas.(ANSAmed).

The Italian parliament has just passed a law which makes illegal immigration a crime (more here). A long list of Italian intellectuals among them Andrea Camilleri, Antonio Tabucchi, Dario Fo and his wife Franca Rame - have protested vociferously against the new law. Let's hope that a European scandal ensues: "Women who are illegal immigrants in Italy are now no longer allowed to register the births of their children. This means that the children of 'non-registered' foreign women will spend their entire lives branded as children of unknown parents according to the will of a temporary majority. The new law can be used to separate them from their mothers at birth and put them into state custody. Not even fascism went this far! The race laws which the regime introduced in 1938 did not separate children from their Jewish parents, nor did they force women to have abortions to avoid having their children taken away by the state. We would not be turning to the European public if this were not an issue that transcends national borders. Anyone who believes in humanity must raise his voice! Europe cannot accept that one of its founding states is regressing to the most primitive level of social organisation, thereby violating international law and the very principles of the European Union." To date the petition has over 10.000 signatories.

IMMIGRATION: UNHCR, NO ITALIAN CHECK-UPS ON REFUSED MIGRANTS

(ANSAmed) - ROME - Italian authorities did not ''try to establish the nationality of the people involved'' in the operation to push immigrants back to Libya on July 1, ''nor the motivations for which they were fleeing their country of origin'', affirmed the UNHCR, the UN High Commission For Refugees, after carrying out interviews with the 82 people in Libya who were intercepted by the Italian Navy about 30 miles off the coast of Lampedusa, only to be transferred to a Libyan patrol boat and taken back to Libya. During the UNHCR interviews ''reports were gathered regarding the alleged use of force by Italian sailors during the transfer to the Libyan vessel. On the basis of these reports, 6 Eritreans were said to be in need of medical treatment after being mistreated. Moreover, the same individuals affirm that their personal belongings, among which important documents, were confiscated by Italian sailors during the operation and never given back''. The people the UNHCR interviewed also reported having spent 4 days adrift at see before being intercepted and not having received food from the Italians during the entirety of the 12 hour operation. Once in Libya, a note from the high commission reads, ''the group was mixed in detention centres where the UNHCR had the opportunity to carry out the interviews. Among them, 76 Eritrean citizens (9 women and at least 6 children). On the basis of the UNHCR evaluation of the situation in Eritrea and what the people stated, it appears clear that a significant number of them were in need of international protection''. According to what can be ascertained, the UNHCR sent a letter to the Italian government with ''the request for clarification on the treatment of people pushed back to Libya and the necessity to adhere to international regulations. In recent years Italy has saved thousands of people in difficulty in the Mediterranean, providing assistance and protection to those in need of it. Since the beginning of May, a new policy of pushing back immigrants has been adopted and at least 900 people have been rerouted to other countries, primarily Libya, while trying to reach Italy. The UNHCR has ''expressed serious worry over the impact of this new policy that, in the absence of adequate guarantees, impedes access to asylum and undermines the international principle of not pushing immigrants back''. (ANSAmed) - ROME, JULY 14 - The UNHCR "should be ashamed of itself" and "should apologise to Italy". These the requests of Italian Minister for European Policies, Andrea Ronchi, who said he had read "with great astonishment the letter in which the UNHCR levelled serious accusations against the Italian government". "What really was most puzzling," Ronchi said, "was that the United Nations High Commissioner for Refugees issued an announcement, and it did so without first contacting the Italian government to verify the accounts it received. The accusations are hasty, false, demagogic, offensive and revolting and they are an insult to our Armed Forces, who demonstrate their morality, dedication, humanity, competence and sacrifice every day, all over the world".
