It's not like his role is a dramatic role that requires theatrical acting. I think Frankie acting is sufficient in here when required by his role. He looks worried/surprised/disappointed, etc. sufficiently when he has to be. His character is serious and quiet. I think he did a good job, had great chemistry with the main character he has to have chemistry with and is charming enough to carry his role and make him likeable. Therefore, he is not the worst actor by far in VOH. He's actually pretty great, I loved him in it.
But to see a great performance of Frankie's, watch Down Memory Lane, he's really good in it.
