I've been doing your stretching technique, where you grab the end and pull away. I do maybe up to a couple mins a day max, not very dedicated.

I still have tightness though when pulling back erect.

How long being dedicated would it take to get it going right back 100%?

I'm 18 right now and can just about get it past the main, gland bit at top of penis. No further though.

I did snap it a bit and it has recovered but feels a little tighter than before now really? Still goes back about the same though.
