The truth is that you're a fraction of an inch from full retraction. That's nothing really, so, yes, keep stretching. If the skin is indeed stuck to the head, continue pulling back and try peeling it away. With persistance, it should break loose. From the pictures, it's not possible to tell is it's an adhesion or simply tightness.
You can determine which it is by the balloon test. Get into the shower, pinch the end of your foreskin tightly closed, and then pee. If your foreskin baloons uniformly and completely back to the sulcus (groove), you do not have an adhesion. If it balloons only to where it now retracts, an adhesion probably exists.
Apply the cream sparinly only to the tight ring and rub it in completely-----AFTER you have stretched. Leave it alone until next stretching time.
Do the exercises we recommend religiously twice a day. When you pee, retract as far as you can, and then do the pulling exercise in your last picture above.
If there is an adhesion confirmed by the baloon test, work diligently on releasing it. Apply Vaseline to the newly exposed areas to keep them from rebonding.
Getting the foreskin stuck behind the head should be no problem. Be in charge of the situation and get the foreskin back to its normal position.
