Some questions about stretching properly

Hello,
I've recently started attempting to cure my phimosis. I should be getting some betamethasone 0.1% cream soon but there are some things I haven't been able to find definite answers to, even though they've probably been asked here before. Sorry for that.
First of all, how exactly should I apply the cream? From what I read I should do it after the stretching exercises and while holding the skin stretched so I get all of the skin that needs to expand. I've also read elsewhere that I should also apply it under the foreskin too and not just on the outside, though it seems pretty hard to do and I doubt getting the cream on the glans is a good idea. Should I do it anyway?
Should I use any hot water to help with the stretching or just the cream?
I've read on certain sites that I should just hold the phimotic ring stretched for several minutes, while others suggest that I alternate between stretching and letting it relax. Which should I do? How often and for how long each day? I know I shouldn't be rushing this, but I'm looking for the most time-efficient method.
Finally, how can I tell if the frenulum is too short as well without pulling the foreskin back, so I can start working on that at the same time?
