Okay, I've never really considered this might actually be a problem until recently and I thought that I would just "get used to it" as it were.
I am a 17yr old male, who finds sex painful; this seems to be due to the sensitivity of the head.
I had never really pulled back the foreskin much before due to painful experiences of it as a child. Doing it now while not erect is not a problem, a bit uncomfortable perhaps but certainlly not painful.
This is not true when erect, and while the process of peeling back the foreskin is uncomfortable, it is the end of the penis that causes sharp pain. This is evident during sex, and I found this out during masturbation sessions as a child.
To solve this problem, when masturbating I always began at the bottom of the penis, thus never pulling back the foreskin far. This clearly is unavoidable during sex, and it has been known to get caught underneath the head and need manually removing before continueing. Sex normally becomes painful within around 10-12 strokes (these are not rapid strokes, rather slow gentle ones).
I have never pulled it back to urinate, something I recently read is normal. I have also not pulled it back particularly far for cleansing due to this sensitivity, normally about half way down the head (where it can go without any discomfort).
My main question is as follows. Is this "Phimosis" in that is it due to tight foreskin, or is it due to an overly sensitive head? Either way, what would be the best way to rectify the problem and will it be necessary to see the GP?

It's tight, and some people might refer to it as phimosis, but since you are able to retract while flaccid, I would hesitate to classify it as such.
You have extra sensitivity because you have never exposed the head. What I suggest is some stretching exercises to allow the foreskin to retract easily in the erect state as well as in the flaccid. Read through some of the other threads and you'll find attached some pictures illustrating what to do. Stretching simply involves grasping the sides of the opening and pulling them apart. Nothing complex. The key to success is doing it daily until you see results.
Why not try retracting regularly while peeing so that the head becomes accustomed to the movement of the foreskin over it? The more it is touched, the less it will hurt. It's a lot like putting in contact lenses. When you first do it, it doesn't feel good, but after a few times, you do it without the irritation.
