What do you mean by narrow foreskin? Is it tight and cannot be retracted? If you can retract it, how far? Is this causing pain? When? How long has the condition existed?

yes, the front ring of foreskin is little tight. it can retract till end of the head of penis. no it doesn't cause any pain. from last one month it has started suddenly. and i am 25 years old and diabetic.
