Going by this picture: hxxp://en.wikipedia.org/wiki/Image:A_Foreskin_Retraction_Series.JPG (replace hxxp with http)
When I am erect, I have no problems pulling the foreskin back to about half way between pictures 7 and 8, but if I let go it sits at around the bottom of the glans. Without pulling it back at all, at full erection it sits around half way down the glans. I have not yet had sex, and I am curious as to whether I am at risk of tearing. My friend has had it happen to him twice, and I have another 2 friends who have had it happen, so I'm curious about it.
Regarding the possible mild case of Phimosis, I don't have it (that would be an insult to those who really do suffer from it), but when flaccid and I pull the foreskin back there is a slight 'strangling'.
It isn't restrictive or limiting, but I was wondering if I should attempt to stretch at all.

You seem quite normal

It sounds as if your situaion is really ideal. However, nothing is harmed if you were to stretch the frenulum.
