i dont know whats wrong

when i retract the foreskin when flaccid it is fine but if i pull it down the shaft the 'head' goes slightly down.

when erect if lubed it will slide down below the head but it takes a slight forcing getting it back up.

what could be the biggest problem here and how could it be treated?

and how long would it take to fix or adapt to a much more normal position

Short frenulum

The frenulum is preventing further retraction down the shaft. This is actually a variation of normal, but you can achieve what you are trying if you work on lengthening the frenulum.

Here's what to do:

It also sounds like the opening could use a little work too, so try stretching that by inserting two fingers inside to gently pull it open.

I shall dispute Jim's conclusion a trifle here.

The observation that when you try (with a flaccid penis) to retract the foreskin fully, the glans bends down is not in itself helpful, as this is actually relatively normal. The frænulum is attached to the underside of the glans and is normally the shortest part of the foreskin, so if you pull on it when the penis is other than fully erect and rigid, the glans will bend downward, because it is soft and flexible.

If this degree of traction becomes painful during normal sexual activity (which it should be understood, is not the same as imitating pornography), then - and only then - you might be entitled to consider it a problem. If it is a problem, then we most certainly advise a program of stretching - which may take some time and will require the dedication mentioned in other posts here, but since sex is not a "one in a lifetime" event, but (at least in my expectation) something to be enjoyed year after year, then even taking some months to achieve the most desired result should be entirely worthwhile.

But in your case as you describe it, the fact that you have difficulty passing the foreskin over the head is more of a concern and suggests you mostly need to enlarge the opening more, by the method we routinely suggest.

But perhaps you might clarify the details - whether this "bending" is at all evident when erect, and whether this has caused you any problem at all in sexual function. Perhaps indicate your age too, by way of context?

Im 16, just recently turned.

and lately i can get it over if i have some form of lube easily. just not down the shaft.

Also, ive found that i can get it down below head when erect if pulled slowly. its just when it goes below i can feel the tug on my frænulum if using the term tug helps.
