is this yeast infection ? (pic.)

I'm having a problem with my foreskin.
when flaccid, I can retract my foreskin completely.
But when erect , it can be partially retract.

However when I retracted, I saw white plaque that can be rubbed off and when I rubbed it off , it will come back in about a week.

So my question is "Is this yeast infection?" and what I should do to solve this problem.

If you'll read the rest of the threads on this page, the answer is right here. The How to Stretch page explains how to do it.

You would know better in person. Just determine what actually takes place as you retract.
