This what happened in the committee, we needed 6 yes votes. IT IS NOT OVER. Under Senate rules I have until cutoff (4-1-05) to gain the other 3 votes in committee. I am working with Sen. Benton and Sen. Prentice to secure those votes, I need help with any personal contacts available for Sen. Jerome Delvin 8th District, Tri-cities, Sen. Karen Keiser 33rd District Sea-Tac, Sen. Harriet Spanel 42nd District Bellingham area, and encourage the Chair Darlene Fairley, a supporter! To help us get the votes by cutoff. Please for God's sake no harsh words or threats.
I am working with the committee to amend the language to clarify that the insurance can "modify" existing contracts by charging increased premiums as needed to cover the additional "risk". They can do it now but stated in the hearing that under the HB 1016 they could not. I am willing to remove the word "modify" from the bill to clarify that position.
Friends I am going all out for this bill, PLEASE HELP ME NOW THE CLOCK IS TICKING UNTIL 5PM NEXT FRIDAY, 1 APRIL 2005. LET'S DO THIS TOGETHER!

I am writing to you today to ask that you vote Yes on HB1016. No person should be denied insurance based simply on the breed of dog he/she chooses to own. Each individual should be assessed by his or her responsibility as is evidenced in Animal Control records. Drivers are mandated to be insured in Washington, insurance premiums are assessed by driving records. Safe drivers premiums reflect their driving records. Dog owners should have the same access to insurance as drivers have. Responsible dog owners should be accorded similar premium rates as responsible drivers. Please vote yes on HB 1016 for your constituency, and for all of the dog owners in Washington.
