ANTI-TETHERING LEGISLATION NEEDS YOUR HELP!
California, U.S. May 31, 2006: URGENT ALERT FOR ALL CALIFORNIA
RESIDENTS RESIDENTS
The California state senate will likely vote tomorrow on SB 1578, the
Anti-Dog Chaining bill sponsored by the California Animal
Association. We currently have 20 senators voting for the bill in a
house of 40 senators, assuming no one is absent. The senators listed
below are still swing votes. If you know anyone in those districts
please ask them to call their senator and vote for SB 1578. To find
your senator go to
http://www.sen.ca.gov. This website also makes it
easy to find each senators website. Many senators have a feedback
form you can fill out on their website. Ask your senator to vote for
SB 1578 even if they are not listed below. At this late date you do
not need to explain the benefits of a ban on chaining dogs; you only
need to ask them to vote for SB 1578. Thank you.

I looked it up. It states:
California: Bill to Restrict Chaining of Dogs Heads to Senate for Vote!
by Dan Paden Tuesday, May. 30, 2006 at 10:08 AM
As you know, keeping dogs chained—or as it’s sometimes called, “tethering”—is cruel because it deprives these highly social pack animals of proper socialization and often leaves them unable to reach whatever shelter, food, and water they’ve been provided. The dogs grow aggressively protective of their tiny space and often attack children and other people who come near them. A piece of legislation that would help make California a safer place for dogs and the public—Senate Bill 1578—has been sent to the Senate floor for debate and vote.
By May 30, please urge your senator to do the right thing and support this legislation!
If it becomes law, SB1578 would prohibit a person from tethering, fastening, chaining, tying, or restraining a dog to a doghouse, tree, fence, or other stationary object for longer than three hours in any 24-hour period.
Please politely urge your senator (click on the link for “Your Senator” on the left side of the page) to support SB1578.
And please tell others in California who might be willing to lend their voices to this important issue. California’s forgotten and neglected dogs are counting on you.
Thank you for your continued compassion for animals.
