Have you asked the dentist about filing her tooth edges to smooth them down a bit? It doesn't hurt to do that but of course at her age, it would mean someone would have to restrain her and she wouldn't like it. But it would just take a minute or two at most.
You can try a nipple shield but at her age, again, she might reject it.
Instead of dealing with the dairy issues, what about switching to soy milk?
