Reaching retirement age and small children

My complaint is that the system here in Canada does not consider how many dependents the pensioner has. Whether 2,4 or 5 people in the family, the formula is the same, depending on the income.

For example, if a family has $40K income, the gov't considers it enough for 2 people and the pensioner gets the minimum of (equivalent of SSI). Whether the same family has 3 kids, aged 10, 8 and 6 (may be own kids, adopted or grandchildren they are looking after) they DON'T take it into consideration. By taking into consideration the kids, the family would be considered low-income, and the pension would be closer to the MAX not MIN.

I think this is a glaring deficiency in the face of growing childbearing in late 40s and 50s.
