The article is confusing but I think they mean

Response to Article from 2013 says 37% of DE births are twins


That 1/4 DE cycles has the ideal outcome (live birth of a singleton of healthy weight). As opposed to births.

For instance in the article it appears to say that only 56% of DE pregnancies proceeded to live birth and if that was true it would be a horrendous miscarriage rate. Rather I think they mean 56% of DE CYCLES had a live birth. That would make more sense.
