Greece should be thankful that Turkey has started work on the Search and Rescue ship, it certainly benefit the stranded Greek pilots in the Aegean and those who are swimming back to Greece from the Islands

The USCG operates high endurance cutters that displace twice as much as the Sirio Class and the Japanese Coast Guard operates even larger vessels than that!

i have one question, why is the TCG receiving these ships instead of the TR Navy?

Because Navy will dumb all non-navy missions like human traffic, smuggling, search and resque, humanitarian missions etc... to Coast Guard. Our Frigates , Corvettes will dumb all unnecessary equipment accordingly and will become pure combatants..
For Turks, the homeland isn't Turkey, nor yet Turkistan. Their country is a vast, eternal land: Turan!
