The Deep State doesn't want to give up their power, it's apparent:
A large number of intellectuals, journalists and jurists have raised their voices once again against military intervention in politics after the discovery of the original copy of an alleged army plot to undermine the ruling party and the faith-based Gülen movement, urging the government and the General Staff to take action against the plan.
If the authenticity of the plot is recognized, then everyone who has stood by Col. Dursun Çiçek [who allegedly prepared the plot] will share the responsibility. Çiçek is working at the General Staff headquarters. The plot is a vicious one. If the plot proves to be authentic, then the General Staff will be accused of sharing Çiçek's responsibility. The staff will have to pay a cost at the highest level, noted Ahmet Taşgetiren, a columnist for the Bugün daily.
Taşgetiren was referring to the recent discovery of the original Action Plan to Fight Reactionaryism, a photocopy of which emerged in June. The original was allegedly mailed to an İstanbul prosecutor by an unnamed military officer on Friday. The discovery of the original document is the strongest evidence yet in the case against Col. Çiçek, whose signature is allegedly on the document.
According to the document, the Turkish Armed Forces (TSK) had a systematic plan to damage the image of the Justice and Development Party (AK Party) government and the Gülen movement in the eyes of the public, to play down the Ergenekon investigation and to gather support for members of the military arrested as part of the Ergenekon inquest.
During a press conference in July, Chief of General Staff Gen. İlker Başbuğ said a new investigation would be launched into the alleged plot if new evidence emerged.
ATK examination eliminates doubts on authenticity of plot
A report prepared by three experts at the İstanbul Council of Forensic Medicine (ATK) showed on Saturday that a signature appearing on the original copy of the alleged military plot against the Justice and Development Party (AK Party) and the Gülen movement belongs to Col. Dursun Çiçek.
The ATK report has come as verification of previous reports from the Gendarmerie General Commands Criminal Investigation Department and the Scientific and Technological Research Council of Turkey (TÜBİTAK). Evaluating a photocopy of the plot revealed earlier, the two institutions had said the signature on the document matched the colonels.
According to Mete Göktürk, a former chief prosecutor of the now-dissolved State Security Court (DGM), the ATK report has cleared all doubts on the authenticity of the alleged plot. This is scientific evidence. Legal action is necessary. Col. Çiçek may be arrested. The photocopy version of the plot raised suspicions. But the original document leaves no place for doubts. This is evidence like a DNA test, he said.
Reşat Petek, a former chief public prosecutor, said those behind the vicious plot should be sentenced to life in prison. This was a plot aimed at overthrowing the government. The Military Prosecutors Office may launch a new investigation. On one hand, there is a group that prepared the plan. On the other, there is a group that had started to implement the plan. These two groups share the guilt. They should be tried and sentenced to life imprisonment, he remarked.
Army plot Col. Çiçek says he is victim of conspiracy
In the face of the discovery of the original copy of the suspected military plot and an İstanbul Council of Forensic Medicine (ATK) report indicating that the signature under the document belongs to Col. Dursun Çiçek, the colonel said he was victim of a conspiracy theory.
Speaking to the Habertürk daily, Çiçek said on Saturday a smear campaign was ongoing against him. The legal process is going on. They are continuing to slander me and prepare conspiracy theories against me. I am pursuing it with all with attention, he noted.
The colonel expressed confidence in legal bodies to reveal the truth behind the alleged plot. It would not be right for me to make further comments on the issue at the moment. The truth will be revealed, he added.
Çiçeks lawyer, Mustafa Çevik, also made a statement on the discovery of the original copy and said his client was ready to testify again on the discovery any time. We have not received any court notice yet. If we do, my client will go testify, he remarked.
An authenticity test by the ATK showed on Saturday that the signature allegedly belonging to Col. Çiçek on the plot is genuine. The ATK announcement dissipated all claims against the authenticity of the plot. When the plot was first discovered, its authenticity was highly disputed as the document was a photocopy. But a report prepared by the Gendarmerie General Commands Criminal Investigation Department stated in June that the signature on the plan resembled that of Çiçek.
The TSK, however, denied possession of the plot and said it was a piece of paper aimed at undermining the credibility of the armed forces.
On Saturday, Prime Minister Recep Tayyip Erdoğan spoke against powers that may be working to damage his government and said his government would closely follow the legal proceedings against the plot until they are concluded. We will never allow anyone to put a stain on our state and republic with such incidents. The legal process is ongoing.
The TSK cannot accept such a shadow or stain on itself. We hope that the legal process will be completed soon, he said. The İstanbul Council of Forensic Medicine (ATK) evaluated the document on Saturday and concluded that the signature allegedly belonging to Col. Çiçek on the plot is genuine. The ATK announcement disproves claims against the authenticity of the plot. The TSK issued a three-article statement on the discovery of the original document, which focused solely on criticism of newspapers for their reports on the discovery.
The appearance of developments related to the alleged plot in some newspapers is worrisome and thought provoking in the name of a state governed by the rule of law. The difference in the language used in the reports of different media groups grabs attention. No one can have a say against the conduct of everything in accordance with the law in a state governed by the rule of law, read the statement.
Durmuş Türeman, a retired colonel, said the ATKs findings regarding the controversial document have come as verification of a crime. Chief of General Staff Gen. İlker Başbuğ had called the document a piece of paper. If the plot is really original, then it means Başbuğ and other high-ranking army members committed a crime. Başbuğ should take legal action against members of the military who misled him. He will either continue to call the document a piece of paper or say good bye to his post, Türeman said. Türemans remarks were an open call to the chief of the general staff to resign from his position.
Sezgin Tanrıkulu, a former chairman of the Diyarbakır Bar Association, called on Gen. Başbuğ to make a satisfactory explanation regarding the alleged plot in order to dismiss all doubts. The military should stop interfering in politics and manipulating society. It was surprising that Başbuğ called it a piece of paper and did not remove Col. Çiçek from his position. The chief of general staff should stop protecting the culprit, he said.
According to writer Sanar Yurdatapan, the General Staff should focus on its duty, which is to protect the country against external threats. He also called on the General Staff to reopen an investigation into the plot.
Çiçek to testify to Ergenekon prosecutors again
There is growing expectation that the colonel will be interrogated by prosecutors conducting the probe into Ergenekon, a clandestine gang that allegedly attempted to overthrow the government.
There are claims that the Istanbul 13th High Criminal Court, which is hearing the Ergenekon trial, will invite Çiçek to testify this week.
Çiçek was arrested by a civilian court in July on suspicion of being linked to the plot, but was later released after his lawyer submitted an appeal. His immediate release created controversy. He also testified to Ergenekon prosecutors at that time.
An expected investigation into the plot will have a wide scope, including new names to be interrogated for suspected links to the plan, Turkish newspapers wrote yesterday. According to reports, a note forwarded to an İstanbul prosecutor by an unnamed military officer together with the original copy of the plot included several other names who contributed to the preparation of the document. Newspapers claimed that Ergenekon prosecutors will also launch an investigation into those names.
After the ATK released its report on the authenticity of the suspected military plot to undermine the ruling AK Party and the Gülen movement, several politicians called for a new investigation into the plan.
When Gen. Başbuğ called the plot a piece of paper, he said a new investigation could be launched into it when new evidence indicating its authenticity was discovered. We are a state governed by the rule of law. If the existence of a genuine signature on the document is really certain, then a new investigation should be opened. The chief of general staff should do what his remarks require, noted Bekir Bozdağ, deputy chairman of the AK Party parliamentary group.
Haluk Özdalga, an AK Party Ankara deputy, said a military probe into the alleged plot did not produce sound findings and called for an investigation into figures who helped Col. Çiçek prepare the plan. It is very clear that the plan was not prepared solely by Çiçek. There must be other accomplices. An administrative and legal probe should reveal who is behind the plot, Özdalga remarked. He also said Çiçek should be tried by a high criminal court.
