Does anybody know if the old Superman catroons of the 40's have ever made it to DVD? I have some episodes on very grainy VHS, but the quality is so poor they are almost unwatchable.

I haven't seen too much of these- I might take a look myself.

Prepare to be blown away. These were Bruce Timm's primary inspiration when he designed the "Batman" animated series. Story quality can vary, and some of them are very dated, but the animation is superb, especially in "The Mad Scientist", "The Mechanical Monsters" and "The Japoteurs".
That last one has one of the best "wipes" I've ever seen in a cartoon, or a real movie, for that matter!
I own the "Complete Superman Cartoons - Diamond Anniversary Edition" version that can be had for $9.99 from Amazon.com. Good quality, nice package! I have shown some of the shorts to my friends, and they never fail to be impressed.
Be warned that you will see some racially insensitive characters and plotlines, sign of the times for the early '40s.
If there are any Fleisher Popeye cartoon fans out there for god's sakes stay away from the 75th Anniverary Collection coming out in the next couple o' weeks. It's a selection of the '60-'61 King Features TV cartoons. Horrible stuff.
