why does FSH jump around?

My RE has recently told me that I have the begging signs of my ovaries shutting down. My FSH has been anywhere from 8 to 25. With this last month being 23. Can anyone tell my why this number jumps around so much? Or if there is hope in that when it is low I might get pregnant. Also is there anything at all that I can do to lower it? We have one child who is almost 9 and started TTC#2 about 7 years ago. Started going to RE about 2 years ago and have two MC. Both pregnancies where achieved from the help of meds and both MC are from different reasons. I also wonder if the meds have made my FSH higher.
