90 % of gains occur when Congress is not in session

The finance quiz on Yahoo Finance says that 90% of stock gains occur when Congress is out of session. May be the COT could be leveraged long when the COT is over 50% long and congress is out of session, and leveraged short when the COT is below 50% and congress is in session. It would be interesting to see what the results would be.

I don't have any particular thoughts about your strategy, Brian. But you've given me an idea for a great campaign slogan:
