"My understanding is the Silver Users Association (SUA) has effectively blocked the silver exchange-traded fund (ETF) at the Securities and Exchange Commission," (SEC) said James Pacetti, president of New York-based consultant ETF International. The SEC as a rule does not comment on financial products in registration.
"The silver mining companies don't want a silver ETF because it may create less demand for their stock, since investors would rather have a pure play on the metal rather than buying mining companies," Pacetti added. -MarketWatch

my strategy is simple. i'm basically bullish silver & want to be long.
so...
i look for the weekly SAR dots to be bullish.
then i want the daily price to drop below the 20 DMA.
then, when it closes ONE DAY ABOVE the 20 DMA i buy long.
once into profits i'll buy ANOTHER contract if the criteria above is met.
one contract per $10K
sell when the weekly sar flops to bearish
repeat
it's not fancy - it's working so far (one contract)

The single most important thing that Joe said is this...
"one contract per $10K"
People get in trouble with futures because they abuse the leverage. The margin requirement for one contract of silver futures is only about $2,000. And one contract buys over $40,000 of silver. A small move in the price can wipe you out. In fact, you can end up losing more than what you have in your account.
If you follow Joe's rule of one contract per $10K, that still is plenty of leverage, but you should be able to stay in the game as long as you use stop loss orders based on PSAR or whatever.
Like anything else, it always gets down to money management.
