Maybe you didn't get all of the conditioner rinsed out, and that would leave (for some) a heavier feeling, sometimes sticky, sometimes dirty, sometimes just... ick! However, by applying water, you in essense, diluted what was there. It was apparently just what you needed! Next time your hair feels like that, you can just add water!
