Joey, ships manning documents are set by BuPers. It out lines the rate and rank of each billet to man a ship or shore station. There for if the CMoMM was transfered that would leave that billet open for that ship. Now a CMoMM could be ordered in in his place. The only thing that could keep the MoMM 1 from advancing would be the allowable number of CMoMM's allowed in the navy. To give you an example if there are 500 allowed CMoMM positions(billets) allowed in the Navy and only 450 slots are manned the only 50 MoMM1's woulds be advanced to keep the 500 slots filled. Now if there were 550 CMoMM there would be no advancments until the number goes below 500.
The Chief's transfer would leave an open Billet on the ship, manning wise.
The MoMM1 could only advance if there were an open billet for CMoMM Navy wide.
in the crew section shows the ideal manning for an LST. //in reality the paygrade mix for each would be different in the realworld but the total number for each rate would be almost correct. Personal are always advancing and that can change the mix so what is allowed and what is onboard will never be the same.
