It is a Scuttlebut. The USS Olympia Scuttlebut was equipt with a chiller to keep the water cold.

Scuttlebutt on the USS Olympia

Where the sailors gathered to drink and shoot the breeze, much the way modern office-workers gather around the water cooler. Because of this, in the navy rumors are referred to as "scuttlebutt."
