The speech is Monty's anger at the whole city and everyone in it. But at the end, he says "No, no, fuck you Montgemery Brody you had it all and you threw it away you dumb shit." Therefore, it's not racist, it was himself looking into the mirror with his own thoughts running through his head, realizing it was himself who is to blame not anyone else.
