Why Lo Wei was credited as screenplay writer?

I thought the screenplay was originally written by a HK famous writer Ni Kuan.

Lo Wei only took over after the filming had begun for a week later. Since both he and Bruce changed a lot of the storylines, then by right, Lo Wei and Bruce Lee should both be credited as screenplay writer. Why only Lo Wei was credited not Bruce Lee?

Similarly, the same thing happens to FOF. Ni Kuan was the original writer. Lo Wei and Bruce Lee made a lot of changes to the script. Why only Lo Wei was credited not Bruce Lee?
