A church building was dismantled in the heart of Imphal city of Manipur in North East India. The Village Council Ordered Unconstitutional Notice to Christian minorities living amongst Tribal community not to practice their faith. The Church Pastor, his wife and children were beaten and their house was dismantled.
As reported to All India Christian Council by Kaphun Kamei who is a Christian resident of Chingmeirong Kabui village (outskirt Imphal city), that at around 8 PM on December 14, 2008, a mob numbering around 100 led by by Shri Lanshinga Daimei, Shri Amuthoi, Shri Chandrasing Rongmei, Shri Magu Rongmei, Shri Kakangam Gangmei, Smt.Aluna Rongmei, and Kathuna Daimei residents of the same village attacked the church building constructed in his own plot, they first pelted stones and then dismantled it latter. The matter was reported to the Lamphel police station and later arrested two of the culprits.
"My home along with church building in my compound is destroyed by the mob and police did not protect me and my family though my village is just within the greater Imphal jurisdiction," as told by Kaphun to Christian Council.
Ms. Panti Gonmei, a church activist says, "Kabui Christians numbering about five families in Chingmeirong Kabui village suffer at the hands of majority Kabui tribe community under their unconstitutional village rule and regulation." "Attacked on Mr. Kaphun and his home and church were carried out under the unconstitutional order of the village council," added Ms. Gonmei.
A Notice Board stick in the village gate in Manipuri is read as: "No Christian activities and propagation within Chingmeirong Kabui village Ward No. 173, any living person violating this order will be punished under the rules and regulation of the village council - By Order Village Council/Village Chief, Chingmeirong."
The Delhi-base Human Rights Activist, Mr. Madhu Chandra, Spokes Person of North East Support Centre & Helpline and Regional Secretary of All India Christian Council says, "The Village Council Order of Chingmeirong Kabui village is unconstitutional and no rule and regulation of any body or village council can not go beyond Indian constitutional frame."
"A memorandum of appeal addressed to Chief Secretary of Manipur Government along with copies to National Commission for Minorities and National Commission for Human Rights is sent to book the village council for the crime of unconstitutional order to Christian minorities of the village," says, Mr. Chandra.
"The chief of Chingmeirong Kabui village along with council members must be booked under 295A of Indian Panel Code for creating enmity among Christians and indigenous religious community of the village under unconstitutional order of the village council." Mr. Chandra appeal to Police forces.
To recall the past incident of diktat ordered by same village council against Christians may be mentioned here from a press cut appear in Sangai Express dated September 13, 2007. Mr. Kahaolung Malungmei was fined a pig and rice bear jar and later pushed him out from village for becoming Christians on October 12, 1995.
On July 16, 1997, Kumari Kalingjon was fined Rs 5000, Kaphun Malangmei with Rs 5000 and chased him out from village after burning his house in the village on July 10, 2006 for becoming Christians.
The peace and harmony of various religions and communities can be obtained only when mutual respect of each other's faith, culture and tradition is practiced among the communities.
