JOHANNESBURG, SOUTH AFRICA - Brazil topped an anti-hunger scorecard on Friday followed by China where 58 million people have more to eat but India earned low marks in a new ActionAid index.
The study, released on World Food Day, scores the efforts by 50 governments to fight hunger, with calls for more action with more than one billion people in the world already going hungry.
"Some of the poorest countries in the world are making striking progress on reducing numbers of hungry people, while some wealthier countries are lagging behind," the Johannesburg-based group said.
It praised President Lula da Silva for Brazil's 73 percent drop in child malnutrition through food banks, community kitchens and support for small farmers and land reform.
"Brazil tops our league table, showing what can be achieved when the state has both resources and political will to tackle hunger," the report said.
Less than nine percent of China's population now go hungry with 58 million people no longer undernourished, edging the Asian giant into second place on the developing state table.
The ranking of African states Ghana and Malawi in third and fifth place showed the fight against hunger did not depend on wealth, the group said.
ActionAid said 30 million more people in India, listed at number 22 after countries like Ethiopia and Lesotho, had slipped into the hungry category since the mid-1990s.
"Hunger exists not because there is not enough food in India, but because people cannot access it," the report said.
Rich nations drew criticism for reneging on commitments to finance a stronger fight against hunger.
Greece, Portugal, Italy, the United States and New Zealand are named as the worst offenders in reducing official aid to agriculture.
Bottom of the developed nation scorecard is New Zealand, with a score of seven out of 100, followed by the United States and Japan which were all given an "E" grade.
The Democratic Republic of Congo, with nine points, is the lowest on the developing state list.
ActionAid called on world leaders to fight hunger by supporting small farmers, protect rights to food, and tackle climate change.
"It's the role of the state and not the level of wealth, that determines progress on hunger," said Anne Jellema, ActionAid policy director.

Gentleman,
There are hungry people in India, not because there is no enough food.But because the Govt food distribution system is not yet modernised.Reforms improved people's standard of living over all.The per capita income doubled in the last 7 years.But for the bottom set of people, even if their incomes became doubled , the food distribution system remained the same as in pre-reform years.That is where the problem lies .If you look at the report, that is what action aid is also saying.

Of course food is availale everywhere .. if you have $$$$, there will be no peoblem, even you can import them from anywhere
if you are poor (whatever the reason is) and your govt is useless (like india) .. you are stuffed ... you are on your own, and indian govt wouldn't give a ****tt about poor people there.

India produces less than 250 million tons of grains each year. That is shared by 1.1 billion people. We know grains are also used in industries and the food of livestocks.
China could make more than 300 million tons of grains from less land before the reform(30 years ago) and we had about 900 million population. But we all think we are poor in those days. We now produce about 500 millions tons of grains for 1.3 billion people.
Use your brain to think if India could produce enough food by themselves.

I never said India is a rich country.India has lot to travel in terms of improving its economic and social indicators but it also covered a lot of ground after the reforms started.Sure, there are millions who are still in poverty, but millions were also uplifted from poverty after the reforms started.When a percapita income of a country increases, it does not mean it will increase for just 1-2% of population.By defination, it means the living standards of ALL the people in the country got improved.

I am only refuting your contention that Indian lives did not improve after reforms.The percapita income doubled in the last 7 years itself which is a result of economic reforms.As i mentioned in my previous post (and the report also says the same thing), hunger exists in India, not because of the non-avilability of food but because the food destribution system is still stuck in pre-reform days.

I have to admit it .. you are a few of Indians who can think logically
you are right, there is a huge progress India has made, but still more and more poor people in India ... must be something wrong with the system ... perhaps India is not ready for democrazy and obviously corruption is a big part of it
