Now, to answer your question as far as the dress goes for the Inn. This Inn is set in mystical times. Tunics, long dresses (for the women folk), leather gear, cloaks, armor, swords, daggers, and the like is what most wear during those times... It is also what is worn in the Inn.
As far as a barkeep... when the actual barkeep is not in the room (which is Chesapeake), it should be roleplayed that one is there... watching over the place, and serving drinks and food... One could even go as far as roleplaying that there are barmaids as well...
