Director Gary Ross called it an equicizer. It's a mechanical spring-loaded horse that jockeys use for exercise, like a stationary bike but shaped like a horse. He saw it while he was in the jockey training room and mounted it to the back of a truck to shoot the riding scenes with the grandstand in the background. He felt it was too dangerous to have Tobey ride while the camera was so close to him.
Ross only used professional jockeys because no stuntman could ride well enough for what they had to do in the film.
