Obviously a time exposure that turned out very nice indeed. The cloud to cloud lightning behind the clouds is dramatic. I almost missed that small cloud to earth lightning bolt on the far right of the photo.
But what makes the photo for me is the time exposure of the city lights. There is almost an apocalyptical feeling to the city and the row of telephone poles running into/out of the light adds to the effect. The ledge where you placed the camera could almost be a road running into the city. That blue building on the right center is a beautiful color.
