Obviously a time exposure that turned out very nice indeed. The cloud to cloud lightning behind the clouds is dramatic. I almost missed that small cloud to earth lightning bolt on the far right of the photo.
But what makes the photo for me is the time exposure of the city lights. There is almost an apocalyptical feeling to the city and the row of telephone poles running into/out of the light adds to the effect. The ledge where you placed the camera could almost be a road running into the city. That blue building on the right center is a beautiful color.
This was an amazing electrical storm. And this was the tail end, after it had calmed down considerably. I was driving and couldn't shoot the best of it! The bright lights are not a sunset or sunrise, but just ambient lighting in the tiny little downtown area of this seaside town.
It's a strange photo, in the best sense. Totally unconventional, and as Casey pointed out, the ledge (a totally innocent thing) is, I think, a very important part of the picture because of the perspective it creates. Almost surreal, the whole scene.

My eye was immediately drawn to the "highway" (in reality the ledge) extending into the diffuse, bright light on the horizon. It took quite a while before I even noticed that there was lightning happening! Then the various details (the bright blue of the building, the cross, and so on) began to emerge.
This picture kept my attention for quite a while, and I will be pleased to revisit it over the next week in the masthead.
