These rankings appear to be totally mathematical. Tough enough a task in the NCAA where there is a lot of inter-regional play, but in high school where many of the regions have minimal or no intra-regional play it's even tougher.
While the actual places in the rankings some teams appear right now seem somewhat suspect, overall the system seems to do a decent job of separating the cream to the top. Even on the bottom of the rankings, it seems to have teams that (unfortunately) belong there. Section 4's own Odessa-Montour is rock bottom in the NY State rankings and Ithaca isn't too far above them. Ithaca probably belongs higher (have to believe there are dozens of teams they can beat), but relative to their peers, schedule and results, they certainly belong way, way down.
All in all, those and other rankings just serve as fodder for discussion (like this)
