If a team offical or an member of an excutive approaches players that are currently playing or rostered to another team, this is called tampering and is covered by the rules within the OWHA. However trying to prove that tampering took place is very dificult. Also we all know that the OWHA does not inforce rheir own rules.
Teams that have a player sign a letter of commitment from their own team are seeking written proof that the player intends to play for them for the 2004-2005 season. You are right about players requiring a release from their rostered team , before signing to play with another team. If teams who ask their players to sign a letter of commitment now, the team best stick to these commitments. Also you are right about until the team submits it's signed roster to the OWHA no player is officially considered signed.
