That is a good point, if one wishes to eliminate the age grouping for leagues and have " very good any age " division, "Good " any age division, "Average" and so on. I am sure each city could build a very good team of 12-18 year olds. Unfortunately, some wise old fool decided that players should not only be based on skill, but age for other social reasons( 12 year olds and 18 years olds have very little in common at those out of town tourneys). Remember, this is amateur hockey that requires some coherent structure to group players in. Every centre would love to raid the teams below them and mine the excellent younger talent and make their team better. There is the concept in minor hockey that not only the 17 best players in a city have the chance to play at a higher level...but 17 players at each age group. Many more girls get a chance to play at this higher level.
