It being an 84....OLD, my next vote would be VB wear, you say it has been gone through twice now, but if it is still the OLD 84 model, you are bound to need an upgrade by now. I would bet the Boost valve (if not replaced) and even tv plunger are worn as shit.....I would suggest you upgrade to 90-93 VB and pull the 3/4 accumulator out.

If you still have the 3/4 accum, is it new and sealed well - if it is the old alum/steel kind it is junk.
