The Clutgh height is preset by the factory by welding the bumper stop in the correct position. The little bracket you point to is just for support and will not adjust anything. Your rubber bumper does not apear to be the correct thickness. This is a very common problem with thess pedal assymbles These bumpers are not reproduced yet and definetly affect the pedal height. Lastly, worst case is that the clutch pedal stop has been rewelded in the wrong spot. It is very common for the factory weld to break and they get welded back incorrectly. This can be fixed, but you will have to pull the pedal out.
