Lots of shops won't do a partial repair in order to cover their ass.
I have seen numerous cases where a partial repair was done only to see the shop sued and losing because more should have been done. Even if no warranty was stated on the invoice in big bold red letters.
I don't really blame them.
Either way they get painted as being dishonest culprits.
