      Fluid levels are OK.

      I checked the vacuum line first thing.

      Replaced the modulator, no change in shifting (made sure the pin was back correctly).

      Fluid is a nice red color, no burned smell.

      When warm, it will manually shift through all gears. No slipping.

      It goes into reverse with no hesitation, also takes off without hesitation when manually shifted into low.

      Is there any special cleaner to clean the governor with, or will regular parts cleaner/solvent work?
