A lot of C6 questions

I have a 76 460/C6 in my 67 F250. The engine has been built and is running an honest 450-500 horsepower. At the intake it has 11" of vacuum at idle which is about all I can get out of it with the cam that Im running. My C6 and torque convertor are basically stock. However I did put a TCI valve body in it, but it was not a fully manual vb. So here are my problems: When in gear and at a complete stop the truck feels like it wants to move-is this because Im running a stock tc? Will installing a stall convertor take care of this? Next problem is this: The truck doesnt feel like it wants to shift unless I do it manually-this includes down shifting. If I come to a stop and then take off it seems like the truck leaves in second. And then it doesnt want to shift into 3rd unless I shift down to second and then back into drive. The transmission was rebuilt. For a shift Im using a B&M Mega shifter. Any advice would be great.

High engine idle will make it seem to move.
Down shifting could be due to a sticky governor.
