Iron Ball - no chain

Any consensus on this item?
http://cgi.ebay.com/REAL-DEAL-ANTIQUE-PENAL-FARM-BALL-AND-CHAIN-CAST-IRON_W0QQitemZ310023594776
The seller claims it is from a penal farm.
is it likely to be the "REAL DEAL" as the seller claims or just a ball and ring used for a counter weight at some time in the past?
shipping is "OUTTASIGHT" ...

The postage / handling / insurance cost is hidden
down at the bottom of the page,
$40.00 to lower 48
I messaged the seller asking if they knew it could
be sent USPS priority flat rate box for $8.95,
I got no response..

Bubble wrap?

Jikes need a lot of bubble wrap. More people are hurt by Jikes than the combined accident rate of canary farming each year.
