If you're shipping from the US, you need an export license to legally export handcuffs or similar restraints to any country other than Canada. I don't believe there is a charge, but it is said to take about 90 days to complete the license.

Exporting handcuffs

Dear D.K.,

The entire procedure is difficult. Two companies that do export are http://www.handcuffwarehouse.com/ and http://www.erestraint.com/. One of them might be willing to furnish you the specifics you require. Contact sales@handcuffwarehouse.com or Orchid@erestraint.com. For a fee, Orchid possibly will send the cuffs for you.

As an aside, I don't recommend disregarding the law and mailing them on your own. Although you well may get away with it, the penalties -- fine, imprisonment or both -- if you get caught are severe, not to mention tens of thousands of dollars in attorney's fees.

Good luck.

Cheers,

Jack
