I don't know how to answer that. Except that I respect your right to believe it. I think as a policy, preemption scares the livin ****t out of the world. Especially when it's accepted by the lone superpower. It puts everyone under notice and they hate that. If this were to be successful, and I say that knowing full well that you believe it's already lost, it would set a precedence Europe especially doesn't want to live with. So again it is no wonder to me that there are those who would try to make it look lost, whether it is or not. For that reason alone, I think it would be naive to believe everything we read about what was going on over there.
